Desired Change: Mass Effect 3, the end of Priority: Earth, after Shepard has spoken with the Star Child and made her choice on which route to take
Details: Basically, Shepard has been taken from early in the final installment of the series, and she's less focused on Exsilium because she's worried about her own rebellion. The galaxy needs her, and she can't let it continue on without a fighting chance. Also being here is making her more complacent. She's getting antsy and domestic like when she should be on edge.
By the end of the game, Shepard is a manic, beaten, and broken shell of the woman she used to be. She's no longer just a soldier or a hero; she's the only one who can do what she does. Only Shepard could bring the races together in a single army to fight against the Reapers. Only Shepard could garner peace between krogan, salarian, and turian. Only Shepard could have found the ancient race that created the Reapers. Only Shepard could have brought the geth and quarians back together and save Rannoch. It's the same message that's been pummeled into her head over and over. After awhile, you're going to believe that kind of thing, and she takes it entirely serious. She's worked herself to the bone, pushing herself to the edge and beyond, because she just can't let people down. She can't let anyone else die. She's had to watch her friends die and sacrifice themselves for something that she's supposed to be taking care of, which sort breaks her.
Desperation and the fact that people are counting on her are pretty much the only things that are driving Shepard at this point. She doesn't even feel human. When inside the Cerberus base and she sees the files on the Lazarus experiment - the one that brought her back to life - those crippling self-doubts come back again. What if she's not really Shepard anymore? What if she's nothing more than an android at this point, programmed to be like Shepard? Even with Kaidan's reassurance that she's human, even though she's struggled to find her humanity again after being revived, it's hard to let go of those thoughts.
And in the end, even after hearing the bullshit reason why the Reapers are doing this, Shepard knows they have to be stopped. And she knows that it's true: she's the only one who can do it. Despite having raised this army to fight off the Reapers, they're just not enough. So she sacrifices herself again. She chooses the option for Control, which would allow her to become one with the Reaper identity. Why? Because Destroy would mean that she was going against her own principles: organic life and synthetics could live in peace, and she was not going to sacrifice a friend or take a shit on Legion's memory to end the Reapers forever. And Synthesis seemed wrong in the fact that she was giving nobody a choice on if they wanted to change their entire DNA. Wasn't everything she had been doing about giving people the choice to live? If her life had to be sacrificed so she could keep control over the biggest threat life in the galaxy had, then that was it. She'd do it.
That's where Shepard would be coming from, right as she's taken the controls. She's desperate, afraid, broken, and so incredibly sure of what she has to do, that she'll give her life for everyone to have a chance at living. It'll help her to realize that she can do so much more for the people of Exsilium and also give her the chance to be something more than some god in Exsilium, once she comes back. So she'll definitely be keeping all of her memories.
